I think this is an ex-consular car. The state department specifies plain black station wagons so they don't stand out.
We used to see quite a few of these in Australia. Funeral firms would pick them up as runabout hearses.
@THH: Interesting hypothesis. But this would have had to have been brought over on request, because I don't think they ever sold Chevy Caprices here, as opposed to Opel. (A local state department employee would buy what's available here in plain/blakc, or?) In any case, it was fun to see. Cheers, Herr J.
